The Fourth Judicial Administrative District (JAD) of Georgia is one of ten such districts created by the Judicial Administration Act of 1976 to provide regional court administration to the Superior Courts of Georgia (O.C.G.A.§15-5-2).
The Fourth JAD consists of DeKalb and Rockdale counties. The district has twelve (12) active superior court judges as well as retired judges.
The Superior Courts of Georgia are the highest courts in the circuit, a court of general jurisdiction handling both civil and criminal law actions. The Fourth JAD judges preside over cases involving contract disputes, premises liability, and various other actions. In addition, the Superior Court has exclusive equity jurisdiction over all cases of divorce, title to land, and felonies involving jury trials, including death penalty cases.

Georgia is divided into 46 superior court judicial circuits, with at least one judge in each. The Rockdale Circuit boundaries are the same as the boundaries of Rockdale County.
Clerks are the official record-keepers of the county—they receive and maintain criminal and civil court filings and serve as custodians of county land and property records.
Each District Attorney is an elected constitutional officer who is part of the judicial branch of the Georgia state government. The District Attorney represents the State of Georgia in the trial and appeal of felony criminal cases in the Superior Court for the judicial circuit, as well as in delinquency cases in the juvenile courts. The District Attorney is also the legal advisor to the grand jury and performs other duties prescribed by law.
